Formulating a budget is crucial, and you cannot really do so until you have a guest list. Feeding your guests will take the largest chunk of your budget. While many planning tools recommend creating a guest list later, I feel this should be done right away. It helps set your budget and make important initial decisions. Many couples decide on a number of guests and then later adjust that number. This can lead to issues like turning down a suitable venue because it isn't big enough, only to later reduce guest numbers and find it would have worked. Conversely, you might choose a venue that barely accommodates your guests and then want to increase the guest count, which isn't possible due to space restrictions. Guest numbers often fluctuate from the original decision.
If budget is a concern, keep the guest list succinct. Invite close friends and family. Don't get carried away or be coerced into inviting people you don't want (unless the coercer is paying!). This is perhaps the only chance you have to make the world revolve around you, so stick to your preferences. People who love and care about you will understand your wishes on your special day. Formulate your guest list by writing down everyone you'd like to invite. Later, categorize them using a list like the following:

- Friends and colleagues you still see regularly.
- People you have recently met who are present in your life but haven't been around long.
- Friends you haven't seen in a long time and distant family members with whom you have little to no relationship.
